Should we change the minimum age of Medicare recipients to be higher or lower than 65?

Medicare states that the minimum age of recipients is 65 years old, likely because this is widely regarded as the age of retirement. If recipients have contributed money into the payroll for their whole working lives, but decide to retire early (or late), does this mean that they should be covered earlier or later than 65?
