Medicare has now existed for about 50 years, 50 years ago we did not know to what extent prevention mattered for most disease and conditions.  There is solid evidence that shows that those that turn age 70 in good health are positioned for longer and healthier lives, with hardly any additional cost for Medicare.  With stronger preventive coverage for slightly younger adults, at 60, or even younger, could help prevent expensive diseases and conditions.  Lowering the minimum age could not only help improve the quality of life for many individuals but could even eventually help reduce costs.
